Administrating of high school teacher judging from the Quality Management System (QMS) ISO 9001:2000 Clause 4.2.

 This article is an excerpt from an abstraction of my research, may be useful for you;

The problems of education quality in Indonesia has become a common problem year after year and become a special concern of each component of education. Each system component is started from the government until the guru seeks to improve the quality of education in Indonesia, even in 2007-2008 has been designed an International Standard School project and have international quality, but whether it is quality, and whether something that is difficult to achieve ?.

Participation of all components is taken into account, including teacher education as a spear in the face of learners and implements the learning process directly. Besides focusing on the process of teachers are also required to make a systematic documentation of a design and the design of learning materials. And this applies to teachers not only to schools that implement the International Standards School alone but for all teachers.

Based on observations and experiences while the researcher was the teacher considers the systematic preparation of the documentation referred to the syllabus and lesson plans just as an "ordinary administration" and has nothing to do with the quality of education in general, what else associated with the QMS (Quality Management system).

From the observation that while most senior teachers who think that the administration of the teacher was just a natural learning process. While the materials and processes have been recorded in their minds, but whether that was about all they're thinking?.
When examined from An international standard quality management system (Quality Management System) called ISO 9001:2000 then it is a shortage of teachers as a manufacturer of service in improving the quality of service to students as customers. In the concept of quality management we should treat people who receive the results of our work as our customers, or more accurate to say that "The next process is our customer". The process here does not mean only the processes taking place in manufacturing alone, but there are serve and services. As an example can be seen the following table.

Gasperz (2002) suggested the ISO 9001:2000 Quality Management System are:
 "The requirement standard used to access the organization's ability to meet customer requirements and regulations accordingly".

9001:2000 QMS focuses on process and not on the pattern of products with the concept of PDCA (plan-do-check-action), what if the relationship is in harmony with the opinion of management education law. No. 20 / 2003 include:

   1. Article 35: National education standards consist of standard content, processes, competence of graduates, educational personnel, facilities and infrastructure, management, financing, and educational assessment that must be improved in a planned and regular basis.
   2. Chapter 4 Article 5 Each citizen has an equal right to obtain a quality education.
   3. Chapter 3 Article 4 Education organized by empowering all components of the community through participation in the administration and quality control of education services.
   4. Chapter 1 Article 1 Accreditation is a feasibility assessment activities in units of educational programs based on established criteria

Broadly speaking, the above quote explains that, Indonesia's education system focuses on the process to achieve good quality and  customers satisfy
When connected with the administration of temporary teachers in the observation of the teacher administering the teacher is administrating the above does not meet international standards such as ISO even contained in the Act. No. 20/2003.
Although our overall educational system actually meets the standards of ISO 9001:2000 clause 4.2 as the curriculum (as the manual), the syllabus (a procedure), RPP (as working instruction and SOP), and other documents such as photos and notes, which can be evidence of implementation, where the four points have been included into the level of documentation of ISO 9001:2000. So while the researchers are assuming that the government has designed a system but the teacher pays little attention to the importance of documenting it.
On ISO 9001:2000 clause 4.2 Documentation requirements are necessary in carrying out a work process, in improving the quality and category including document control, procedures, and archiving. This becomes absolute because QMS aims to record and document all activities aimed at the regeneration and repair tablespoons continuously (Continuous Improvement).
The composition of the quality management system documents adopted rules of hierarchy, where each document should be set level appropriate levels required on the activities of the Institute of Education. The document contains a lower level explanation clauses and documents that higher contents must not be contradictory. The document hierarchy is based on ISO 9001:2000 QMS manual (document level 1), procedures (document level 2), work instructions (document level 3), recordings of evidence (document level 4).
For that much needed liveliness of each component of teacher education, including teachers in meeting the documentation system.
